Environmentally Hazardous Substances - Exemption

IATA-DGR contains a new special provision A197 requiring the exemption of materials UN 3077 and UN 3082.
The materials are exempt when the net quantity per individual package does not exceed 5 kg (solids) or 5 L (liquids), and where the packaging corresponds to the general requirements. In practice this means:

These materials are subject to no other provisions of these regulations, provided that they are transported in individual packages or combined packages with a net quantity per individual package or inner package not exceeding 5 L for liquids and a net weight not exceeding 5 kg for solids, and on condition that the packaging corresponds to the general requirements for...

- 5.0.2.4.1 (quality of the packaging material),
- 5.0.2.6.1.1 (compatibility of the packaging material),
- 5.0.2.8 (empty space for liquids).

A similar statement can also be found in the ADR regulations (road transport) under SV375, in RID (rail), in ADN (inland waterways), and in the IMDG Code (maritime freight) under SP969.

Declaration as small quantity

If you want to declare as UN 3077 or UN 3082 in the small quantity range (individual or inner container <= 5 L / 5 kg), this remains possible. However, the EHS labeling is then always required in addition to the class 9 label, where DGR H.7.1.5.3.2 stipulates: Where necessitated by the size of the shipping unit, dimensions/line thicknesses can be reduced, provided that the labeling remains clearly visible.
